God you lot are seriously over complicating something so simple.

Compressor surge is where excess boost pressure is forced back over the compressor blades of a turbo when the engine is off throttle. This can shorten the life of a turbo, so to combat this manufacturers fit 'Dump Valves' to allow excess boost pressure to escape the system and eliminate compressor surge to lengthen the life of the turbo.

However, some people run a blanking plug over where the 'Dump Valve' should sit. This gives the audible 'chatter' sound you speak of, it brings no performance gains and is purely just for the noise. Usually its only race and rally cars that run without a dump valve as they run antilag which keeps the turbo boosting even off throttle so a dump valve would defeat the object of the anti lag.

They both do the same thing. I'll call 'compressor stall' turbo chatter and i'll call a 'dumpvalve' a BOV purely because i'm posting on my phone whilst driving and it's easier to write

anyway stage 2 turbo as someone else said can refer to anything. usually people say it to sell a product to people that dont know what it is they are buying.
