There are things that are exempt and things that are zero rated, they're distinct.

If you sell zero-rated goods or services, they count as taxable supplies, but you don't add any VAT to your selling price because the VAT rate is 0 per cent.

If you sell goods or services that are exempt, you don't charge any VAT and they're not taxable supplies. This means that you won't normally be able to reclaim any of the VAT on your expenses.

Marc, a cup of coffee is VAT rated 0% if it is made with tap water but if it is made with bottled water then the water element of it would be charged at 17.5% as bottled water is rated at 17.5%.

I would rather lose by a mile because i built my own car, than win by an inch because someone else built it for me.

In that case you do pay VAT on coffee. It isn't exempt from VAT

It's probably a bit of a get out clause for if they decide they want to start charging VAT on other things in future, things that are exempt can't be charged, but charging 0% means in future they can up that percentage, rather than changing the goal posts with exemptions, which would potentially have a bigger backlash.
