seems like a remedial, like my mate who was a bit backwards, not entirely all there and could never drive properly and took 5 attempts at his test, he was the kind of bloke who pulls the handbrake on mid skid.

dont think it helps that yanks call it the emergency brake, they probably think it offers an extra level of braking when used or should be used in emergencies im not sure they have grasped the emergency aspect of it only really applies for when your normal brakes fail
