That arena looked to be a controlled environment, ie. there were people very nearby. I assume the infield is a restricted area therefore the photographers are normally supervised in some way.
I've had photo passes for small venues in the past and never been out of sight of a marshal, I just thought in that type of place they official people would have been on hand earlier. Agree that it doesn't matter who does it, but I think stage rallying differs in that there is an expectation that the crowd are involved, no barriers etc.
That has staff and isn't a massive place, and for such a high risk section of track I do think it wasn't sufficiently covered.
