It's only a fail if the tread is outside the arches iirc.
This, if the tyre protrudes its a failure, hence the stretch.

You mean 9" as opposed to 9J
The J is a code for the bead seat and seeing as stretched tyres don't sit in the seat properly it's a totally redundant spec to give.
Also, I think they look poo.
I would rather lose by a mile because i built my own car, than win by an inch because someone else built it for me.
