Exactly that, and also if youre doing the speed limit you wont need to slow down.

He clearly wasnt driving under the speed limit was he, that was my point - if he was worried about being caught speeding then i would imagine he was speeding, hence, if you see a white van parked up by side of road then slow down

Where did he say he was speeding?
And yes if you are speeding and you notice a van 9/10 youll be caught way before you even think about slowing, whether its 10mph over or 100mph.
