no i havent visited liverpool, but i personally feel that newcastle is also a very cosmopolitan city, we have some of the best architecture in the world (grainger street has won many awards) and there is a very strong buzz about the place, not just a load of geordie pikeys gettin pissed all the time.

Capital of culture is based on the overall package and feel of a city...it takes things like shopping..nightlife..architecture etc into consideration so I think it is a good gauge of how good a city is...

I will not GTF, and sorry but who can really say they are a good judge of the above things? All can be opinionated individually and hence, once again comes down to personal preference...
