Can someone explain the slow bike starts when they look behind for the other guy, race just now they were nearly stopped prior to crossing the line for the rolling start.

You generally want the back position in a sprint cycle for aerodynamics and tactics, hence some folk completely stop on the bike trying to get their opponent to go first.

There are times the front guy wins because they've pulled far enough away for drag not to matter.

The reason they'll go up the hill, as well, is to get the gears spinning coming back down.
