From PS3? It doesn't play PS3 games so there's not really anything to transfer.

If you're talking PS4 to PS4 then everything (presuming you've got PS+) is cloud based.

Theoretically, yes. However they don't make GTA for PS4.
Probably they will at some point, but nothing has been announced yet.

To play GTA you'll have to boot up the PS3.

Haven't tried it. Is it just the regular PlayStation app or is it a stand alone app?

You need the Ps app on your phone, and the playroom add on on the Ps store on the ps4
