Read my other post(s), i've given timings. Plenty of F1 forums are mentioning it as well, so i'm not the only one. Either way, Hamilton could have dabbed the brakes as Maldonado was overtaking/cutting across and contact could have been avoided. I am surprised with the penalty though.

Why should he have to brake to avoid someone deliberately trying to swerve into him?

If someone swerved into you on a motorway you'd be fuming if the police said "You know mate, you could have avoided this whole thing if you just braked be more careful next time"
