He then claimed as i had contacted pay pal they had locked to account. I contacted then again, they said that i had not filed such as case.
they they attempted to contact him directly, he egnored them. he stil has my money, i have no parts, or refund.
is that intent enough?

how did u pay him ? cos if it was online u should have an email of confirmation of payment and take it to the company u used....

And Paypal aren't interested because they do everything in their power to find a get out clause Paypal is worse than sending cash IMO

While this thread is up a warning about paypal for people.
I recieved money on paypal for somethin I sold to a guy on ebay. Money arrived in account so I sent the goods. Couple of days later paypal decided to take the money back out of my account because the payment was fraudulent on the other guys end. Should they not have decided this before the money was placed in my account. Apparently have no comeback. People that have given the guy good feedback have now added that the cash was taken back off them aswell. Paypal and ebay are a licence to print money for the owners and nothing but that.

Agreed, Paypal is a complete joke.
I bought a part and later decided to pay extra for it to be delivered. Because the seller saw two separate payments, he just sent the item to the default address in the first payment... if he'd read the email in the second payment (the one for the shipping) he would have seen quite clearly the change of address.
Paypal aren't interested because it was a "service".

i paid for sum lights on ebay once, they came with grass in the lens i phoned up paypal all they could advise is to buy some weedol

Same happened to me. I bought some lights, paid via paypal and added a note to the seller saying "Put in something special for me".
When they turned up, all they had was a bit of grass
