oh goody. pete is moaning about the weight of stuff upstairs in the workshop. "all the machines you have in there are too heavy, get some of them downstairs"
theres 2 things wrong with it
1. i can't work on machines when they're sat in the storeroom
2. your fat dog weighs more than those machines put together

It would have been a semi ok'ish install 10 years ago...but now just lol. They hot desk and save locally, so they have to log on to the same machine etc.
Budget of £24k....Its going to get messy
Time to get interweb searching and finding and writing up some documentation.

Upgrade the backbone, don't bother with the wall cables (Cat5 still good for 100MBPs and a gig at a strech). Get a good spec server machine and use the clients a little as possible - application virtualisation and redirected folders onto the server.
Fresh builds of XPP would be nice

My thoughts exactly, Server, Firewall and other important bits first, decent backbone and then if i can squeeze the budget 25-30 good workstation machines. Going to be tight !!

The specification for category 5 cable was defined in ANSI/TIA/EIA-568-A, with clarification in TSB-95. These documents specified performance characteristics and test requirements for frequencies of up to 100 MHz.
Category 5[2] cable includes twisted pairs in a single cable jacket. This use of balanced lines helps preserve a high signal-to-noise ratio despite interference from both external sources and other pairs (this latter form of interference is called crosstalk). It is most commonly used for 100 Mbit/s networks, such as 100BASE-TX Ethernet, although IEEE 802.3ab defines standards for 1000BASE-T - Gigabit Ethernet over category 5 cable. Cat 5 cable typically has three twists per inch of each twisted pair of 24 gauge (AWG) copper wires within the cables.
