Besides someone that grows weed is almost certainly not going to be an upstanding member of society. They will be involved in other criminal behaviour of some description.
Just phone the police. They will sort it out. If not then I guess he gets to live off our tax money for longer!

I'd just leave it, not worth the hassle you will have to go through for reporting a bit of weed. Chances are he will get away with a caution whilst claiming it's for personal use, unless the police raid his flat and find scales, tick list, bags etc etc. He will probably know it's you or your boss that has grassed him in which would make loads of hassle for you.
