Login to your paypal, click on the transaction, start a dispute and enter the link to the auction and add any relevant info.

Log into Paypal and bring up the details of the transaction iirc, as long as you didn't send it as gift then it should have the option to claim. That or I think there's bit in the resolution centre.
Or you could do what Chris said

The case -
Item was not clearly described with the damage it had on it! Item was described to be "in good condition" however one wheel was completely curbed all the way around! This was not mentioned in description and was not shown clearly in pictures! I would like a refund to cover the cost of a refurbishment to one wheel.
seller refused buyers request for a £50.00 GBP refund.

From Seller

these are not damaged the pictures was very clear u cant expect old wheels to have no marks on. if u are not happy return all 4 wheels and i will return your payment it does not cost 50 pound to to one wheel iv had 4 19inch wheels done for 100 pound. if u want to return all 4 wheels then i will return payment ones recived
From Seller

iv just looked at the add and u can clearly see the condition of these alloys there is not curbing all the way round as i have the pictures here to prove it u tryed knockin me down in price in the first place then do this to be trueful i dont think u was intending to pay 160 for these i could of got 200 for these no problem they said good condition not mint sorry if you are not happy if u dont want them return all four wheels and i will return your payment
From Buyer

I dont think you would have made £200 if you had been completely accurate in your description and showed that one alloy was curbed around the whole wheel!
I do not wish a full refund as i think the other 3 wheels are in good condition and postage was quick and the rest of the ad was honest! However if i had seen that wheel or you had described about the curbing i don't think i would have purchased this set! I now have to pay £60 to get it refurbished! All i am asking is a partial refund to cover some of that cost! If we can come to a agreement on a price for the refurbishment, even if it is a partial refund i will consider the case closed
Thank you
