I think your last point is the main one. People who make these false claims need to be taught a lesson. At the moment its way too easy to cry rape and it can destroy lives and the claimant virtually every time will just walk away.
She should be charged without a doubt. I can't see a reason NOT to and would be interested to know why they wouldn't. If they can put all that effort into arresting you, they can do the same to charge her and discourage people at wasting the polices time.
