Quite right he's depressed, it's a very easy place to arrive at.
I know it if I haven't tidied up my flat, its depressing to see it like that and it gets worse unless you sort it out.
I could leave it and let it get worse but you need to deal with it.

Anyone on the dole who smokes should have that money docked from benefits.
Smoking costs an absolute fortune, why should you be allowed to do that for not bothering to work.

This came up on CS last week I'm sure, but why not issue storecards or tokens which can only be used on essentials, get a portion of it automatically peeled off for bills and then leave it at that.
Stop giving them money, start giving them the services/supplies they need to survive - any "treats" should be earned, end of.

Thing is, if I was in his boat, I'd be making the most of the free time I had.
e.g. Getting seriously fit, going for runs every day, using whatever I had to hand to do workouts.
Probably try to make some start up ideas / mobile apps / maybe program up a game as a hobby.
Would probably spend a lot of my time reading stuff, learning new things, trying to widen my knowledge / skill base.
If seriously bored like he was, I'd go volunteer somewhere, go help out for free. At least it would remove the guilt for doing nothing and would get me out of the house.
- The reality is, the same lack of will power / drive, that made him fail at school, is now causing him to fail at life. He'll always moan / throw excuses out / expect hand outs.

Although this is digressing onto another topic, quitting smoking isn't necessarily easy for another just because it was for you. All down to circumstance.
