The problem here is if you carry on, it will most probably come across as you not wanting to talk and/or being rude.
I don't mind it if people say something original, e.g. once I was washing a colleague's car and just after snow foaming it one of the neighbours commented on it as he probably hadn't seen it done before.
If people were to say "nice shine" or "you're doing a good job there" or something like that, instead of the usual "do mine next" then it would be a far less awkward moment and it may actually lead into a conversation instead of just a laugh or jokey comment.

they are manned by police staff down here, used to be traffic officers years ago though, they used to have to take it in turns

My neighbour comes out most of the time when I'm washing mine or doing work on it. Recently I've managed to carry out trying to swap the downpipe over whilst maintaining a conversation.
He still comes out and talks so don't think he sees it as me being rude or he wouldn't bother with trying to talk any more.
I don't see a problem with it really, it doesn't take much thought or effort to have a conversation whilst doing something simple like washing/polishing a car IMO.

At least they're coming out with an unoriginal comment though rather than saying 'Oh, good to see the car parked up, it means you're not driving around like a prick trying to kill yourself and anyone who might get in your way' as that's the impression I get that some of your neighbours feel about you

Was cleaning my car today and had a few comments off people.
One of them was;
"I'll bring mine up in a minute for you"
but the rest were a long the lines of
"You're doing a good job there"
"Car looks great, fabulous"
I must live near nice people?! I spoke to them too!
Had a nice little conversation with them!
