Mental maturity should surely be considered? Saying 16 is the best way.
13 year olds shouldn't be having kids, and if the age of consent goes as low as 13, the amount of kids having kids will go up.

That's an interesting link you've made there. I'm not entirely sure lowering the age of consent will drastically increase the teen pregnancy statistics.

I didn't realise there was a lower age limit on claiming child benefit.

Society is obsessed with the whole paedophilia idea.
That alarms me more than some old dudes touching a girls bum through her skirt.
I innocently walking home one evening from work in Windsor and had my iPhone in my hands texting my fiancé. A woman in front of me I was faintly aware of was walking with her child just in front. I looked up frma nice comment my fiancé replied and was probably smiling. The woman gave me a look like I was a raper of babies and should be burned in the village with the the other witches.... (!)
I looked down and saw that my phone was aimed in the general direction (read in my hand if not paranoid and bent my mainstream media and social paranoia) of the child. I shook my head and overtook them.
The silly twat blatantly thought I was filming her child walking along so I could get my jollies off.

In this day and age, young people already have sex. 14/15 year olds. It's considered sort of acceptable as it's only just below the current legal limit.
If you go ahead and lower that limit, you risk kids aged 11/12 having sex because it's illegal.
The only logical way someone can think this is ok is if you secretly fancy kids.

Maybe she thought you were filming her, and you're the one with peadolphilia on the mind by jumping to the conclusion

No, but you must have.
Have you ever heard the saying if you touch kids, you're a paedophile?
