You're getting things mixed up.
In the end of TDK the bat signal is smashed by Gordon with a fire axe.
At the beginning of TDKR we see the smashed light but it's true that it is not repaired or lit up for the entire film.

They're not too expensive - more of a little keepsake if nothing else. Think the cheapest is about 60/70 quid, going up to about 1-1.5k for something the size of a 2 pound coin I think it was.
Me and the missus bought one for her brother - the smallest coins are about half the size of a 5p coin IIRC.
