You can't reshell, the identity of the car must be the new car, all you are doing is putting the mechanicals and whatever else you rescue from the existing car.
That then solves the problem of the new owner of the old shell not having an id, they just keep the original id.
Quite why someone would buy that shell when you are moving it on because its goosed, I've no idea. Matt?

If you have an L reg and buy a V reg, your car is the V reg one, with some old bits rescued.
If Steve is reshelling because his has got holes in the wheel arch, its fit for scrap, not making back in to another car.

from memory
the dorr panels are fucked, midas did them
the false floor
the fact they were smothing the rear out, drilled holes out and left them
the half finished and shocking cover for where the wheel well was going to be cut out
the overspray on various parts, the diffrent shades of blue on it
etc etc
