I know their never used to be, just thought I remember a while back it being stopped for some reason. Maybe it was just something I was told by some dodgey ref when taking one

I know what you mean - I thought there was mention of some rule that you had to take the penalty in one smooth motion i.e. you could slow down a bit but not actually stop
