but 14 million tickets can be bought with only 13 million combinations of numbers.

14 million tickets doesn't guarantee every number sequence possible.

It is that simple, you buy one line, that line is one of 14m combinations (if the 14m combinations is correct) you therefore have a 1 in 14 million chance of winning. Don't confuse that with the fact people play the same numbers so that's why there can be 100m tickets sold and still no winner or 2m sold and 5 winners.
