The rule needs to be looked at as its ruined the game already, but by the rules as they stand, it's a fairly blatent penalty and red card.

Also, not sure whether the FA would be allowed to implement the rule just for England without it being implemented throughout europe

He did stop a goal scoring opportunity for the team though, then another seperate opportunity follwed immediately
