its because we are used to having one of the top strikers in the league and still haven't replaced RVP... Wrighty, Bergkamp, Anelka, Henry, Kanu, Adebayor, RVP etc.
Look at goals scored by City and Liverpool vs. Chelsea and Arsenal then check out the points difference and it's not hard to put 2+2 together...

they aren't set up in an attacking/positive way though, they're mostly set up to be solid, hit teams when they're at their weakest then hold what they've got. also, they may have donkeys up front but at least they had options, we only have giroud

I think Arsenal need another pacey winger as well. They aren't half as dangerous without Walcott's pace and movement. Ox looks a player, but he'd rather get the ball in to feet and run at the opposition. Which in itself is great, but the threat diminished without Theo.
Edit: I actually think that Chelsea are set up perfectly for Costa. He is like Drogba in that he loves the ball to be knocked in to him. Be it in the air or in to feet, and he can either bring others in to play, or run at the opposition himself.

Yep, Draxler seems to be off the table (poor season tbf, huge fee and doesn't seem keen to play on the wings) so would be interested in Griezmann: pacey, talented and scored a hatful this year, though I understand he's failed to shine in big games. Failing that, Gnabry to go on loan and get experience to fulfil that role longer term
For me, priority is as follows:
Strong holding midfielder
Top class striker
Pacey winger
Replace those leaving
Back-up striker

Vidal to United rumours are back with 40m euros being being the apparently asking price. Barcelona and Madrid are also keen and both clubs are willing to send players the other way.

We are getting quite strongly linked with re-signing Vela for £4m, which I'd take... only 6/7 people in top 5 leagues have more goal involvement over the past 2 seasons. if he can re-adapt then id be quite happy with him as the 3rd striker, quite versatile too.

Yeah, Arsenal have a buyback release clause in there, was a rumour on the BBC news that they might buy him to sell him on at a big profit, but that doesn't seem the Arsenal way (well, not immediately anyway)
