Restricting sales will make you look like a tin pot operation imo, no matter how small you are, you dont want the consumer to know that.
If you dont want a huge amount of sales in one go that you cant cope with then you could reckon to everyone that there is a waiting list because these clocks are so cool.
People lap that shit up as well, makes you look uber cool.

CE approval, what's that? On a low risk product you'd self certify it and place a CE mark on it to state you're conforming to a set of guidelines.

Kickstarter is only available in the USA and all the UK clones are shit/bloody expensive! I could have really done with the publicity you get with a good Kickstarter campaign but it's not going to happen yet

It'd probably only fall under the EMC directive anyhow, which I suspect most of the component parts already conform to, so worst case it'd require you to pull together a technical construction file to support the self certification...
