When the player is on the floor such a tevez was he is not in control of the ball. If the player then moves to get in the way of the ball between another player he is obstructing him. (If he had control of the ball and could kick it if he wanted too (such as when people usher the ball out) then you are much much less likely to given as obstruction.)

If the 2nd player kicks the player on the floor this is also a foul and can be punished but due to it being the 2nd offense the first still stands and a free kick if given to the team for obstruction.
