Have you clipped in the little adjustor motor fully into the headlight until it 'clicks' (will need a good bit of force behind it), and also just check make sure the wiring is connected correctly.
Just turn the ignition on & the lights to main beam, and try the adjustor, if you hear little motors running when you adjust, but the lights dont move, then it just means there not clipped into the lights properly, so like I said up there, just give them a good push till they click
