you can run direct from the battery of tap into any perminante of ignition live, a voltameter is advisable.

You can connect it to anything with a 12 volt power supply. This can be done either:
directly to the battery (with a switch)
connecting it to a pernament supply already in the car (this will be a red wire and again you'll need a switch)
connecting it to an ignition live (black wire)
also you could connect it to the sidelights so that they only come on at night

dammit, i knew you'd ask that, and thats the one i dunno know so much.
you'd have the find the wire which is on whenver the sidelights are on, so i suppose you'd have to take the light switch out, find which wire it is using a multimeter. Cut it in half, strip it back and solder it back with what it was connected to and to the live for your neon.
then hook up a earth for the neon, and stick it somewhere

Personally I think its much easier to run to a live feed such as the live feed used for your stereo (should eb easy to find) and then run them through a switch so that they have power all the time yet are only on when you want them to be, thats what I shall be doing with mine when I get my replacements.

tap in on the interior light on roof its piss easy and comes on when u open the doors (looks trick) and also when you turn the interior light on when inside takes all of 5 mins then just a matter of tiding up your wires
