yes they are illegal. But so aremost bulbs u buy that are brighter...
I have never had any problems with the polis over my bulbs, and my dad has them in his Honda 4x4 also and has never had nay probs. Basically at the end of the day, the bulbs are jsut the same brightness / blue ness as allthe Audis that are kicking about.
U will get bulbs likethe max p ones which probably do shine birght blue and u would get done for them...but ones i got are more bright white with a blue tint.

Onthe box it is all japanese writing...
make is "Type R " Galaxy white HID Effect. (not type r ones before anyone thinks ive spelt it wrong)
they do Galaxy blue, which i belive is the same as the max p ones....and the galaxy blue ones shine nearly neon blue
