NTL are following Telewest (Blueyonder) and also offering a 50% upgrade in the next month or so However, NTL are also putting up the price of the 1mb service though
Either, neither of them are up'ing the upstream, which is abit pointless personally....3mb down, but 256k up ...like the black bloke from Not Another Teen Movie "Damn, Shit, Oh thats wack!"

DSL is a totally different ball game to cable operators NTL and Telewest, because NTL and Telewest have no competition what so ever (due to providing different areas) and DSL is a totally different technology, and neither cable operators provide ADSL. Although i suppose AOL is the only ISP that can offer both.
Anyways, DSL ISPs wont up there downstreams because a) its alot harder than flicking a switch (unlike cable) and b) what competition is there apart from other ADSL and people who can be supplied by both cable and DSL (a small amount).
However, if a DSL ISP takes the plunge then expect a few DSL ISPs to follow, although im very doubtful that an DSL ISP will do this
Saying that, i dont know how NTL are going to cope with is increased amount of bandwidth....not only are they in debt but hom many billions, the NTL network is a disgrace, with certain areas having better optics, cabling and equipment in the green cabs than others....so people who are on NTL, dont expect it to be great, nor go smoothly. If anything, the whole lot will go tits up and become slow as hell

Edit: To add to the above, the only thing i can see happening in the ADSL world, is if customers (who are in both cabled and ADSL areas) to swap and take up a cable operator for their internet. Then you may see something happening Although ADSL is alot cheaper than cable, plus on the higher end ADSL packages, 1,2,3mb....the upstream is better, unlike Telewest which is pointless having a 3m/b line, but only 25k up...which is great if you download shite but its poor if you upload loads (like to websites, game servers etc).

SDSL has been out for ages, the price is the downfall......you're looking at about £350/month for a 2Mbps SDSL line, with a HUGE activation fee compared to ADSL, and also most companies will tie you to a 12-month contract (unlike most decent ADSL companies, which do rolling-monthly contracts).
And as has already been said, it is VERY HIGHLY UNLIKELY that BT will do the massive amount of work required to add 50% to the upstream/downstream of every ADSL connection (I'd imagine it'd involve re-wiring every single exchange in the entire UK).
