How much would you pay for a fully rebuilt red top c20xe engine with gear box, loom and ecu. The engine is completey standard and has been rebuilt by a vauxhall mechanic?

Prolly about £1000 yeah. More if the gearbox was reconditioned too (then you'd have a pretty safe engine to put in a car)...
