Acclaim were publishing the game, and filed for bankrupcy
The good news is that they don't actually own the rights etc. to the game. so it can be brough out using a different publisher
It probably won't be out on the 24th tho, as they have to find a new publisher first, but looking @ the quality of the game, it shouldn't take long

mm interesresting i know take2 were after the rights straight away. interesting you say they dont own the rights to the game. whys that? they produced it unless they licenced all the prifits away to get the officall backing from GM ect

If it's the game I'm thinking of, they used actual sound-footage of cars......not sure how much they edited the sounds for the game, but I know a few of the cars that went to the event Juiced/Acclaim put on to get the recordings.
