anyone know how to report a non payer to ebay?

have left negative feedback, but see the ebayer in question has done this to other people before.

i paid for a stereo about at the beginning of sept and it never arrived
in the process of recovering the money now, the fcker didnt even have an address registered with paypal or ebay so i couldnt go round there

they had 50 odd genuine positive feedback so you cant really trust anyone on there!
