I thought it had to be cable operated, would be helpful for me if you were allowed hydraulic now

Does have to be cable opertaed. A way round it is to have both on the car.

no, it has to have a manual means of locking like the normal ratchet lock, but hydraulicly operated.
Vw touregs have hydraulic hanbrakes *i belive*
