reason i am asking is because
i know someone who got done for being in a vehicle that was being towed with no licence and also i got done when i had the race car on a dolly so rear wheels are on the road and even though its being towed police did me for illegal tyres as it had racing slicks on the 2 wheels that were on the road

According to the road traffic act
"MOT certificate
This is not currently required for trailers and caravans. However, an un-roadworthy trailer may invalidate your insurance and may mean you are committing an offence under the Road Traffic Act. "
I would imagine that the same for cars

Yep and also make the car towing unroad worthy
