I've never seen 35 profiles on anything less than an 18" diameter tyre (might be able to get them for 17s).
Why would you want them on 15s? The sidewall profile is a ratio of the width of the tyre - you'll either have no tyre on the profile or massively wide wheels.
Plus the ride will be terrible with this profile, so the car would be unusable on the road.

no chance, they dont exist, they would be too thin to work.
u can now get 215/35/17 tyres but thats the smallest diameter/width they make them in. Best you could hope for is 40 profile.

Sounds like a nightmare and a disaster waiting to happen.
Any particular reason you've got ET38 offset wheels?

you could have the offset reduced on the alloys, but there is a limit how much metal you can remove.
then you could use 195/45 with a tyre that has slanted sidewalls, but ened still its all against you really.

if u've got wide wheels try stretching smaller rubber over the tyres, this should give it slanted sidewalls and lower the profile. its dangerous but its done by all the euro boys.
