its a plug somewhere in the car to which a cable can be connected and u connect your car to a laptop/pc... like opel/vaux use at their garages...
it is used to find faults in the car and to change settings in the ecu.

Either on your ecu, or mounted along with your fuses near the steering wheel?

fuse box
on RHD cars, it on the steering wheel side of the fuse box in the dash
might be down by the gear lever (according to vauxhall parts dept)
