You have to take out 2 vans and a motorbike, but I can never make it back without running out of petrol.
I've been told you dont have to do this mission, but no other missions show up

it's a core mission, you have to do it 
this is one of the most irritating missions in the game. Just practice mate and try to deal with the bikes and vans as quick as possible. My technique was to line up behind them (don't shoot too early) and get them in your sights (preferably on a long stretch of road. Then unleash hell on them.
If you dispatch them quickly you should have just enough fuel to get back to the roof.

You don't have to do it to continue in the game, just if you want 100% (i think)
I never finished it, but finished the actual game

Finally got it.
AS Dave said key is to get lined up close as possible to them and let all hell loose
Made it on 3rd attempt, almost as hard as flying a plane
