How do i make an image one colour like the CS logo?

make a new layer and fill it with a solid color (say blue in the CS logo's case).

double click the layer to get the layer properties box and turn the opacity down until ur happy with the image

OR

go into Image > Variations and click a color to overlay

Personally I would use a gradient map.

Select the colour you want, blue in CS's case and select white as the background colour. Then go to image>adjustements>gradient map then select the first "gradient"

You can also play around with the background colour if your not happy with
