I say relist and make sure you click the option for selling to the UK only. Also in the Buyer Requirements hit this option

Update
Right send a second chance offer to the 2nd place bidder & they sent payment. Suprise suprise they want it posting to Nigeria 
Even though he/she is french 
What shall I do
Not sending the phone, might just contact Ebay & see what they say.

Refund the PayPal payment and relist using my method. They cannot leave you feedback as they are no longer registered.
If you look on the eBay forum, their have been cases were the item has been sent and then PayPal have taken the payment back from the seller and refunded the buyer as they card was allegedly fraudulent.
