Cut a bit of plastic to fit just over the area and fibreglass or plastic weld it on , then drill and fit a clip to it ?

on my new bumper i had to make new mounts either side, i used 20guage sheet steel and riveted it onto the bumper (counter sink the rivets), filled the holes and drilled a hole in the steel where the hole for the bracket should be, then reinforced the whole lot with fibreglass

if its very well keyed - cut some deep grooves and use a matt not P40

yeah - just buy a small kit - P40 doesnt usually bond well
key the surface and wet out the matt with resin befor you put it on - just to make sure theres enoughon there - roller it to consolidate it and bobs your mother's brother

my bumper was fibreglass so it might not work as well for you
most of the stregnth was in the rivets anyway
