the monitor plugs into the back of the pc and this turns on when plugged in but when i press tower button nothing happens checked connection.
i noticed with the cae off, when i pull plug out fan slighty turns and yellow lcd light flicks on and off once.

Power supply seems ok if monitor is fine.
Something is either grounding the power or the mainboard is FUBAR'd.
Try disconnecting everything from the mainboard except power and power button (all IDE cables etc) .
Also disconnect the power from all secondary devices like floppy, HDD, CD ROM etc.
Boot it and try get a BIOS. If not the board is dead, if yes then plug things back in one by one till u find whats causing the problem

you didnt pull out the cables for the power/reset switch did you?
