How can I tell if my head is cracked. Would it be obvious. Water is still gettin in my rocker after a gasket change and there is no compression on the 4th cylinder indicated water might be getting in and causing it not to fire. I cant see any clear cracks on the head, also possible it could be the block/liner cracked? How could I check?

Right for a start how the hell is water getting under your rocker unless your pouring water into the oil cap?
If a head is cracked or warped its hard to identify where unless a pressure test is done.
This costs a lot of money and if the results say its cracked then its a waste of roughly £70
If it was me I would find another 8v head from a peugeot breakers/salvage specialists and then just re-do the headgasket etc
My mate had this on his rallye 1.3 and just found a head off a forum of some kind.
