The offset will always be stamped on any alloy wheel somewhere - look on the back of the spokes or under any centre caps.

I just picked these alloys up got them home and think the stud holes are fckd, i can fit my finger through the holes and it loks like they have been warn away, i was told that if you use steel bolts on alloys it will eventually wear through, so i think thats what the case is here. is there any way round this or i have just been conned once again.

You could get some big washers!!!! Not sure, sounds like they're fooked.
