to make it easier, get another tailgate from scrappy and cut the edges of the recess out of that and weld them onto the original tailgate, i've done it a few times on mark 3 fiesta's to make the recess smaller

cant remember how the bodyshop did mine, but ive gota feeling it was basically just filler!

i guess if done right it wont crack, ive never had and filler work crack on me but it might have just been done right!

That would be my thoughts on how it would be done.

pick up a cheap boot and butcher it hold them upto your in place etc and see what its going to look like.

I've got an old boot sitting but your a tad far
