You will need to create a bootable CD.
If you have Nero you can do one with this program.

i have been on the packard bell website and it made me download something and to put it on floppy or cdrom, but i thought that this would just take back up files off the pc, but will this enable me to take it off my pc and then put it on the packard bell one, if you get me

Your not suppose to load the OS from the BIOS. You just need to change the boot sequence. So it boots from CD 1st before anything else.
Then once you have the sequence changed. You save the BIOS settings and reboot the PC.
As long as the settings have been saved properly. Then with the CD in the drive. You should get an option upon boot that says "To boot from CD press here"

you could try removing the hard drive from the boot sequence and setting all of the boot devices to the cd drive
