Spot on!!...had to get one a couple months back. £19 and a form from the pst office. took 10 days to get back to me

The Driver and Vehicle Licensing Agency (DVLA) today confirmed the new vehicle registration and driving licence fees to be introduced on 1 May 2007
The fee for a replacement vehicle registration certificate increases from £19 to £25.
