Started doing it about 3-4 weeks ago.
Didn't really bother me at first but its p*ssing me off abit now.
When scrolling (mostly though the internet) my PC seems to freeze or just be slow in a way.
I've added a video to help explain.

One off my mates said i might of burnt my graphics card out?
Any ideas?

not meaning to be a pain in the arse but it could be a number of things, from a piece of spyware/a virus to cpu/graphics card/ram. Does it do it if you try to play games on it or is it just on IE / Firefox that it does it?
Try opening My Computer, then making the window smaller and drag it about on screen. If it has the same effect as on your video then it could well be your gfx card.
First thing to try is uninstalling graphics card drivers and installing the newest ones available

Yeah, it does it when i make any window smaller then try and drag it about.
If i try scrolling through music in My Music its fine, same in iTunes.
Just seems to be on IE.
Bit of help uninstalling the driver and installing the new one?

Depends on graphics card? You know whether its onboard or a proper card? if its onboard you will have to find your motherboard manufacturers drivers etc etc (basically u arebetter off buying a cheap ass card and using that)
If you have a card it will be either ATI/Nvidia, you go to their websites and download the driver that matches your card
