im going to say clio 172, my mate had the ph1 172 (which will probably be the only 172 in your budget) and he loved it, then got a 172 cup which had the edge over the 2 in handling and acceleration.
having been out in it its a fantastic car and up to about 70 it goes as well as my mates bmw e46 330ci (231bhp)
as much as i love the accord type r's they hold there value alot better than the 172s and you wont find one worth getting for 3k

yeah i do love the accord's but for my budget it would be a very high milage or abused one, think ill get a 172 my mate had one and i liked it
