OK, i know nothing about the PS3, my parents want to buy my bro one for xmas
What are the best deals out there?
and, do you have to have a HD TV with it?
Any help would be appreciated

Gamestation seem to have the best deals at the moment.
The 60GB model can play PS1 and PS2 games. It also has more card readers and stuff.
The 40GB model has 2 USB's and isn't backward compatible.
I have the 40GB model, it does the trick.
A HD TV isn't a must, but to get the full potential it should be done.

Which is the better deal, 40 or 60 ?

Rumour has it the 60GB are being phased out. Not sure if thats true though.
40GB is better value IMO.
60GB is about £40-£50 more expensive.
